If we’re going off their most current depictions of power, then Goku and Vegeta would be at least Herald tier in Marvel.
They should scale to the likes of base Thor, although some would argue that they’re Skyfather tier. At best, I’d say that they’re between Herald and Skyfather. Because there’s no way that they’re getting gaped by the Silver Surfer.
As for DC scaling, I’d put them around Superman tier. And by Superman, I’m referring to the iterations from Post Crisis up until Rebirth.
Even then, that can be rather contentious due to Superman’s various depictions of strength: sometimes Superman is capable of beating up universal/multiversal beings.
Other times, he’ll imply that a blast equivalent to a million nukes could kill Doomsday, who was stronger than him (Hunter Prey storyline by Dan Jurgen). If it sounds dumb, that’s because it is.
Anyway, they should be Superman tier. Whether you think Superman is stronger, or vice-versa, I’ll leave it up to you. Just don’t come and wank/downplay the other characters.
Next up, we have Saitama. Saitama scales to multi solar system level due to his feat from chapter 165; however, we can’t quantify how strong he grew over the course of his battle with Garou.
However, it probably isn’t a huge amount, as Garou could still keep up (barely) with his movements prior him copying Saitama at the end of chapter 165.
We can’t argue that Saitama is objectively galaxy level or above, due to the fact that we only really see lots of stars when Saitama and Garou made a big void.
Unless we can prove that Saitama can bust 100 billion stars, we can’t argue that he’s reached galaxy level.
So where does Saitama scale in Marvel? At best, low Herald tier. Yeah, the bar for being Herald tier isn’t that high, especially when you’re out here getting slammed by Spider-Man.
Ahem. Anyway, Silver Surfer is capable of destroying a galaxy whilst being super suppressed, so Saitama would be lucky to hang with him.
As for DC; I’m not too sure. I only really know about the street tiers and then the people who can blow up universes. Not so big on people in the middle who cap out at multi solar.
I guess if Superman is having a real bad day with his writers, Saitama could lay him flat?
