Many of 2026's big PPC changes reached ad accounts without much notice: a new default setting, an API deadline, a targeting option that behaves differently. If your Google Ads or Meta results shifted recently and nobody can explain why, one of these is a likely cause.
Here are ten changes to check before Q4 and Ramadan 2027, whether your campaigns run in-house or through a PPC agency in Dubai.
1. Check what AI Max changed in your Search campaigns
From September 2026, Google began automatically upgrading eligible Search campaigns that used Dynamic Search Ads, automatically created assets or the campaign-level broad match setting to AI Max for Search. Dynamic ad groups became standard ad groups, and broad match campaigns now run with search term matching on by default.
Even if you never opted in, review the search terms report for unplanned queries, confirm brand exclusions, and decide whether final URL expansion should choose landing pages for you.
2. Judge AI Max on cost, not volume
Google says advertisers who activate AI Max typically see 14% more conversions or conversion value at a similar CPA or ROAS, based on its internal data for non-retail advertisers. An analysis of advertiser accounts by PPC software company Smarter Ecommerce (SMEC), published in early 2026, found a median 13% lift in conversion value but also a median 16% rise in CPA, with ROAS varying widely between accounts.
AI Max tends to find extra demand; whether it is profitable depends on your margins. Set a CPA or ROAS threshold before testing, run it as an experiment where possible, and hold it to the same standard as the rest of the account.
3. Move lead tracking to Google's Data Manager
Since 15 June 2026, new integrations for uploading offline conversions and enhanced conversions for leads must use Google's Data Manager API instead of the Google Ads API, and Google recommends existing setups move too. It now calls standard offline conversion import a legacy feature.
For real estate, healthcare, education and B2B advertisers, this is how real outcomes reach Google: a viewing booked, an appointment kept, an enrolment, a signed contract. Check that your CRM data is still arriving through a current route. If it isn't, Smart Bidding is working with less information than you think.
4. Bid on qualified leads, not form fills
If Google only sees form submissions, Smart Bidding will find more form-fillers, including those who never answer the phone. Send back the stages that show real value, such as qualified lead, site visit or sale. Target CPA can then optimise towards qualified leads, and if you give those stages values, target ROAS or maximise conversion value can bid towards revenue.
The same applies to apps. If customers book or buy in your app, those events need to reach Google and Meta, which means agreeing the event setup with yourapp development company in Dubai early rather than after launch.
5. Rebuild Meta campaigns around creative and data
Meta has been steering advertisers into a consolidated Advantage+ structure, phasing out legacy Advantage+ shopping and app campaign setups. With Advantage+ audience switched on, the targeting you select can work as a suggestion rather than a hard limit.
You still control your conversion data, customer lists and creative. Manual campaigns suit retargeting and controlled creative tests, but in prospecting the creative increasingly decides who sees the ad.
6. Set rules for AI-generated creative
From July 2026, Google lets advertisers label image and video ads created or edited with AI, and may label some assets made with its own tools automatically. Industry coverage links the rollout to disclosure rules in markets including the EU, India and New York.
Google says visible labels depend on local requirements, and that its label setting alone doesn't guarantee compliance. If you also advertise to India or Europe, record which assets used AI and label them deliberately.
7. Review Arabic and English ads with native speakers
When platforms generate ad text, what runs isn't always what your team wrote. Keep Arabic and English in separate campaigns or ad groups, review generated variations in both languages, and send each ad to a landing page in the same language.
8. Build compliance details into the ad
RERA requires real estate companies to obtain a Trakheesi permit before running property marketing and to show the permit number in their ads. Since 1 February 2026, individuals creating promotional content from within the UAE, creators included, need an Advertiser Permit. Confirm current requirements with the authorities, and check automated variations don't drop required details.
9. Treat first-party data as a consent issue, not a cookie problem
Chrome is keeping third-party cookies: Google confirmed this in 2025, then retired most of its Privacy Sandbox technologies. The real pressure comes from browsers such as Safari and Firefox that already block them, and from bidding that depends on data you supply.
Under the UAE's Personal Data Protection Law, consent is the default basis for using personal data in marketing. Legal commentary indicates its detailed Executive Regulations are still pending. DIFC and ADGM have their own regimes, and health data is covered by separate rules. Collect clear consent, store it with each lead, and only upload data you're entitled to use.
10. Plan for an earlier Ramadan
Ramadan 2027 is expected to begin around 8 February, subject to moon sighting. That is roughly ten days earlier than in 2026, leaving a shorter gap after the Dubai Shopping Festival, which usually runs from December into mid-January. National Day on 2 December adds another pressure point before that.
Set budgets and creative now. Google recommends seasonality adjustments for short events of one to seven days, not longer periods, so plan DSF and Ramadan budgets and targets in phases instead.
Questions to ask before 2027
-
Which campaigns moved to AI Max, and how has CPA changed since?
-
Is CRM lead data reaching Google through a current route?
-
Is bidding based on qualified leads and revenue, or still on form fills?
-
Who reviews AI-generated text in Arabic and English, and checks permit numbers and consent records?
Whether you run campaigns yourself or use a PPC agency in Dubai, the answers should come with numbers, not reassurance.
FAQs
What are the biggest PPC changes for Dubai advertisers in 2026?
Eligible Google Search campaigns moved to AI Max from September, new offline conversion integrations must use the Data Manager API, and Meta is consolidating campaigns into Advantage+. Locally, advertisers also need to manage AI-generated creative, Arabic and English quality, permit requirements and an earlier Ramadan in February 2027.
What should Dubai advertisers check first?
Start with measurement. Confirm that qualified leads and sales from your CRM reach Google and Meta, then review how AI Max has affected search terms and CPA. Automated bidding only optimises towards outcomes it can see.
Is a PPC agency in Dubai still useful when so much is automated?
Yes, but the work has moved. Conversion data, CRM connections, creative, compliance and testing now shape results more than manual bid changes. Whoever runs your account should show how spend connects to qualified leads, revenue and cost per acquisition.
