ISCED is UNESCO's International Standard Classification of Education and it groups all education into 9 levels. Level 0 is early childhood education for ages 0-5. Level 1 is primary education, Level 2 is lower secondary, and Level 3 is upper secondary which covers basic schooling up to high school. Level 4 is post-secondary non-tertiary for vocational and technical programs after high school but not a degree. Levels 5 to 8 are tertiary education: Level 5 is short-cycle tertiary like diplomas and associate degrees, Level 6 is bachelor's degrees, Level 7 is master's degrees, and Level 8 is doctoral or PhD degrees. The levels are decided by student age, duration, content complexity, entry requirements, teacher qualifications, and the outcome of completion, and it includes both formal and non-formal education.
