The Kremlin said that Ukraine had dismissed such discussions, something that Ukraine has not affirmed.
Mr Putin provided a request on Friday "to stop the development of Russian soldiers," the Kremlin's representative, Dmitri S. Peskov, told correspondents in a short phone call on Saturday. Mr Peskov added, "Since the Ukrainian side has basically declined talks, today the development of the vitally Russian powers was restored as per the arrangement of the activity."
The Kremlin representative guaranteed that regardless of the delay, Russian soldiers kept on engaging unpredictable gatherings of "patriots and Banderovites," involving a disparaging Russian expression for Ukrainians that alludes to Stepan Bandera, a World War II-time Ukrainian patriot pioneer.
These unpredictable gatherings, Mr. Peskov asserted, moved around in light vehicles and trucks on which they had mounted weapons, likened to aggressors in the Middle East.
"It's the standard of jihad-mobiles, besides there they currently call them Bandura-mobiles," Mr. Peskov said.
