Why did government of Pakistan change PMDC (Pakistan medical and dental council to PMC (Pakistan medical commission)?

PMDC (Pakistan Medical and Dental Council ) was established in 1962 in Pakistan. The purpose of this was to regulate the practice of medicine and dentistry in the whole country.
The council also conducted Mcat exams for the high school students who have passed the 12th standard class with more than 50% marks. After the test, many of the students were overwhelmed that they would get significant marks for the trial; however, it turned out to be different, and numerous students' dreams were shattered. PMC medical paper was on social media the day before the test, which was later confirmed also but still, they don't want to re-conduct the test.

moreover, PMC allowed public medical universities and private medical universities to give admission to students who passed the exam.
