The report of the Arumugam Commission set up in connection with the death of former Chief Minister Jayalalitha has been completed.
Former Tamil Nadu Chief Minister Jayalalitha passed away on 05.12.2016. A commission headed by Justice Arumugam was set up to investigate his death and the treatment he received. This Commission officially started functioning on 30.09.2017. Affidavits from 30 persons were taken and considered in this commission. Apart from this, 151 persons were investigated.
The Arumugam Commission completed its inquiry and submitted its report to Chief Minister Stalin last August. The report has 500 pages in English and 608 pages in Tamil. In this case, the inquiry report was tabled in the Assembly today (18.10.2022). In this, various information has been mentioned, starting from the fact that six crore rupees were paid by the party as Jayalalitha's medical fees to who should be investigated.

British doctor Richard Peele, American doctor Stuart Russell, doctor Sharma etc. recommended surgery for vegetation, perforation and diastolic dispersion in Jayalalitha's heart. However, why did it not happen till Jayalalitha's last breath? While he was in the hospital, the published report that he could be discharged from the hospital at any time was false.
Why did Richard Peele say he was ready to take Jayalalitha abroad for treatment? It is learned that the AIMS medical team has given only a summary of the treatment details as their opinion. Therefore, the Commission of Inquiry did not accept the report of the AIMS Medical Committee. Jayalalitha was shifted to the hospital without any delay as soon as she fainted. Doctor Reddy, Doctor Abraham and then Chief Secretary Rama should be ordered to be investigated. It has been said that the government may decide to investigate the head of the hospital, Dr Reddy. In this situation, the Apollo Hospital administration first filed a case in the Madras High Court to stay the investigation by the Arumugam Commission. The court heard it and refused to impose a ban. In April 2019, the Apollo management filed an appeal against the Supreme Court against it. The Supreme Court heard this petition and imposed a stay on the Arumugam Commission. Due to the ban, the Arumugam Commission could not proceed with the investigation. The office allotted to the commission at the historical library was also closed. Those who worked in it were also released.
However, the government is paying the monthly salary of retired Justice Arumugam the chairman of the commission. So far the expenditure of the commission has crossed Rs.3 crores.
In this situation, Tongan filed a case in the Madras High Court on July 2, seeking an order from the government to dissolve the Arumugam Commission. When the case came up for hearing before the bench of Chief Justice and Justice, the court asked why not order the submission of the final report in three months. The case came up for hearing again on August 13. At that time, the health minister had said that Arumugam's mandate has been extended for the 11th time.
Chief Public Prosecutor, appearing for the government, said, More than a hundred people have been investigated and about 90 per cent of the investigation has been completed. The cabinet has decided to take legal experts' advice on these recommendations and take appropriate action and then place a detailed report in the Tamil Nadu Legislative Assembly.

There are likely strong reasons behind this. Based on the report, the government can file a case against the concerned and proceed with the investigation. The Government of Tamil Nadu has all powers to issue orders to register cases and conduct investigations as per the Criminal Procedure Code. Some other recommendations may also be included in the report. That when the Commission's full report is tabled in the Assembly It will come to light.
The AIMS Medical Board has reported that there is no defect in the Apollo treatment. However, the CCTV camera being turned off is still a question. While the name of the former health minister is included, it is contradictory that the names of OPS, who was the then in-charge chief minister, and Radhakrishnan, who was the health secretary, are not included. But beyond the names that have been released now, there may be many more names in the investigation ring. That too will be known only when the complete report is released.
When the Commission's report is debated in the Assembly, supporters including EPS are less likely to speak in support of J's friend.
