What is the new journey of a century -self-improvement of scientific and Technological Development?

The "three-step" overall strategy of China's scientific and technological innovation refers to: becoming an innovative country by 2020, becoming one of the top innovative countries by 2035, and becoming a world scientific and technological power by 2050.

China has achieved the first goal. For example, the number of patents filed by Chinese entities is the world's leading, although the quality of patents has improved, it is still relatively backward. Today, in the face of the turbulent international situation and the pressure of US sanctions and the "decoupling" of science and technology, China is highly focused on autonomous and controllable technology in the field of science and technology.

In the process of formulating the "14th Five-Year Plan" (2021-2025) and 2035 long-term goals, the specific contents of the two plans were formally reviewed and approved at the National People's Congress during this year's "Two Sessions". At the Fifth Plenary Session of the CPC Central Committee held in October 2020, the Communist Party of China established the "new development stage", "new development concept", and "new development pattern".

 

Obviously, these new development stages, new development concepts and new development patterns require scientific and technological innovation to be put in the first place. By accelerating the construction and research of core technology capabilities, new development momentum will be formed.

The "14th Five-Year Plan" focuses on artificial intelligence and machine learning, integrated circuit design and manufacturing semiconductor chips, quantum computing, life sciences and biotechnology, especially brain science, and new materials.

 

In terms of technology applications, emphasis is placed on digital economy, 5G, smart manufacturing, healthcare, new energy and new energy vehicles, as well as space science and marine science. Chinese experts believe that in the next five years, China's scientific and technological development needs to focus on three major areas to achieve scientific and technological self-reliance, self-reliance, and technology controllable. One is to increase the proportion of originality, especially basic research. At present, my country's basic research investment accounts for less than 6% of total R&D investment, which is far lower than the 18% in the United States and 25% in France.

 

The second is to continue to promote the intelligent upgrading and transformation of industries, from "following the trend" to "joining groups" in some high-tech fields, and finally achieving "leading" in some high-tech fields.

Third, we must take precautions against problems such as anti-globalization, technological blockade, and supply disruption. Independent innovation must not only solve the "stuck neck" problem, but also make up for shortcomings, especially in the field of semiconductor chips. China plans to invest US$1.4 trillion in emerging technologies in the next five years: these areas include artificial intelligence, 5G, chips, data centers, and quantum computing.

 

However, the whole process is also full of challenges, and the government has allocated huge amounts of funds to support industrial development. However, due to time constraints and heavy tasks, relevant funds are likely to flow into the company that will run away from the relationship. However, these companies themselves are not technically rigid, leading to improper resource allocation, resulting in low efficiency, wasting resources, deviating from the right track, and ending badly. In response, the government is strengthening the peer review process and involving private companies. We can look at China's technological innovation through the "new development concept", which fits the new development stage and promotes the implementation of the "14th Five-Year Plan".
