The panchayati raj is a system found in the rural areas of a country, and here is the root of the republic or democracy, because the democratic government is first elected from here, currently this system is in India, Nepal, Bangladesh, and Pakistan, are prevalent.
The panchayati raj is a village panchayat consisting of many villages, the solution to every commoner's problems and their development by the democratic government elected to all these villages.
There are mainly three levels in the panchayati raj:
- Village Panchayat
- Panchayat Committee
- District Council
Village Panchayat
Ward
The first is at the village level, in which the democratic government begins for the first time with the village level sponsored election in which several candidates from a village register their names and participate in the election and by the common people living in the village whose age is eighteen years or It is more than this.
His name is in the voting list, he chooses the right candidate by voting, and the selected candidate is called a ward member. the presiding election is the smallest level election, that's why the number of candidates is high, so there is more than one ward member in a village. for each part of the village, different principal members develop the general public coming to their ward.
Arbitrator
A village consists of many ward members, and one representative is elected by many ward members, and this representative elected is called arbitrator.
Head
Just as a representative is elected by many ward members, in the same way, a representative is elected by the arbitrators, and this representative elected is called head. the head is the head of the whole village panchayat.
Ward members, arbitrator, and head together form a village panchayat in which many villages or villages come. thousands of common people are involved in these many villages, responsible for developing all these people on these three.
Village Assembly
Village assembly is a meeting, in this meeting the commoner or farmer of two or more villages whose age is eighteen years or more and his name is in the voting list, that general public attends this meeting and together with the village's name in this meeting. arbitrator, head, and secretary are also involved.
The common people put their problems in front of the arbitrator and head, such as the problem of water in the village, the problem of road, the problem of school, hospital, electricity, and employment, the arbitrator and the head solve these problems by discussing among themselves, it's to solve other problems, the arbitrator and head have to answer to the villagers.
Arbitrator and head are elected by the common people of the village, but the secretary is elected by the government; its job is to keep an account of the decisions taken on it to solve any problem between the general public, arbitrator, and head in the village assembly.
Village assembly is the meeting of the general public in which the general public instructs the elected members, the arbitrator, and the head to do some work. thus the presiding members, arbitrator, and head are supervised and controlled by the general public so that these governments can't misuse their power.
Panchayat Committee
The second is at the block level, which is the development block, which includes several village panchayats called blocks or panchayat committee. a Block Development Officer (BDO) is appointed by the state government to carry out the development work of a panchayat committee.
To ensure that the development plans are implemented properly in all their village panchayats and whether the needy public is getting its full benefit or not, they give this information to their representative district development officer who happens at the district level.
District Council
The third is at the district level, just as a panchayat committee includes many village panchayats, in the same way, a district consists of many panchayat committee, which is called district council, all the panchayat committee included in this district council have a representative, who is appointed by the state government called District Development Officer (DDO).
A district council makes development plans at a district level. with the help of the panchayat committee, the district council makes arrangements for the distribution of funds released by the government to the general public in each of the village panchayats.
A district development officer for several blocks or panchayats. heads the committee, and it gives all the information about its work to the state government.
