NSP
Sounds good but difficult to practice
On 27 December 2021 Pakistan national security committee approved its first-ever National Security Policy. It is the first-ever comprehensive document that takes almost 7 years to be completed. The work on that policy started at the PML-N government after the 2014 Apsacs attack.
Peace with neighbors and economic diplomacy are central themes of the National security policy. In that document different security dynamics are discussed not only defence security are discussed but also human security economic security are discussed. It is an umbrella policy in which external and internal security are discussed. it is a very comprehensive and long document so in this article we will look at the main themes of NSP.
(1) civil-military conscience(2) Human security and 21-century threats electronic warfare, 5th generation warfare and cyber-warfare (3) foreign policy (4) Relations with India.
The NSP sounds good but difficult to implicate. It is based on fiction more than reality. In that document, the logical facts are neglected.
The government claims that it is a civil and military conscience document but the fact is that even the opposition parties boycott the briefing of NSP without the input of opposition and civil society it will be difficult for the government to implicate it on the ground.
The second main theme is Human security and 21-century threats like cyber warfare, electronic warfare, and fifth-generation warfare to work on both of these sectors government needs money. Human Development and defense security do not go together if the government is willing to improve public lives it must reduce the defense budget.
The third theme is foreign policy. Pakistan is going to change its foreign policy from Geostrategic to Geoeconomic but without economic development, the natural policy is not possible. Before the natural foreign policy, Pakistan needs to improve its economy.
Last but not least, the normal relations and trade with India. In that document, the government claims that Pakistan is willing to improve its relationship with India. But the question is that what will be the future of Kashmir, will Pakistan step back from its stance? Without the solution of Kashmir, normal relations with India are not possible.
In the end, if we conclude the long story short the NSP is a historical document if it is fully implemented it will completely change Pakistan but it looks more fiction than reality.
The NSP 2022-2026 tries to "co-find Pakistan in arising worldwide patterns and distinguishes strategy targets and need regions" under a predominant and predictable worldwide and territorial climate. It professes to express 'a resident-driven 'Exhaustive Public safety' system for Pakistan' that intends to 'guarantee the wellbeing, security, nobility, and flourishing of our kin'… to be sure an extremely tall case.
The NSP attempts to perceive both 'customary and contemporary security angles' or dangers (as the tactical calls them).
