Football is the most popular game globally, where approximately 32 countries of the world participate in the tournament after being qualified from the local tournaments. One of the most critical world cups of Soccer games was organized in Brazil, for which home grounds and roads, and other infrastructure were developed. The experts estimated this project as per values of the requisite materials of that time; however, over time, the values/price of the materials were increased, which impacted the project's estimated budget. These types of reasons, along with differences between the estimated and actual cost of the project, have been detailed in this article.
FIFA world cup was held in Brazil in 2014, which is a worldwide event. It shows that millions of people had to be invited to the country for infrastructure development; security measures for all public places, especially in the stadiums, where required. The project was so big because of developing the roads, airports, stadiums, and many other technological installations for smoothness in the handling of local, national, and international tourists. The final match was crucial because millions of people had to attend the ground for watching live games, due to which the feasibility of the stadium was required according to the demands of the viewers. Thus, significant development of infrastructure was needed.
The initial cost for the development of the stadium was estimated; at 1.1 billion US dollars, but the story was not completed; even 3.3 billion US dollars were spent on the development of infrastructure in the stadium. Total 4.51 billion US dollars were spent on the development of the stadium, as large parking areas were required, sitting arrangements and security measures were needed. In addition, consuming products-based stalls and technological installation and inauguration and the final ceremony was included in the estimated budget of the last FIFA World CUP. However, the estimated budget cannot make possible the completion of actual construction. The final cost and initial cost create a difference of over budget as 2.50 billion US dollars.
Poor planning was an important reason of over budgeting in the final match of the FIFA world cup because initially the plan was made only to handle the public regarding their sitting and parking of vehicles but later on it was felt that escalators and some engaging activities should be organized for making charming the event. Thus, the installation of escalators and organizing of horse riding were added. Furthermore, the structure of the stadium in respect of design was changed. The roof of the stadium was designed twice, which created over budget and delay in construction work; similarly, the sitting arrangement structure was rebuilt instead of utilizing the old one, due to which the budget was increased. Moreover, the new installations and many subcontractors' involvement and addition were significant causes of the budget rising regarding the Brazil World Cup. Therefore, the engineers need to forecast the budget with an estimated increase in the prices.
