1.1 Introduction
According to (Walkowska, Challenges to Effective Project Management, 2019) Every day, project managers all over the world faced project management challenges, which despite the unique characteristic of the project, are common and comprehensive. Projects are one-time and temporary endeavours with planning and budgeting based on estimations (Kwon & Kang, 2019), unpredictable issues and uncertainties are in evitable part of project management challenges (Perminowa et al., 2008).
One of the project management activities is the resettlement project, a project undertaken by the government to help the war effected people. Resettlement project management challenges are gaining importance in this project activities. These challenges influenced the resettlement project activities. Stakeholders identification, budget and communication challenges are occurred when project management implemented the resettlement project in kanthale division in Trincomalee. As above mentioned challenges are faced by the kanthale divisional project managers. The purpose of this research is to identify the challenges and provide the appropriate overcome solutions on it.
Present world project management essential for all the projects and resettlement activities. The pace of these changes is very fast representing a new challenge in the development of society. According to (Hanadi Salamah, 2014) The project management challenges should consider negative challenges lead to project management. Project and Project Management A project is the institution of people and resources to achieve a defined objective and purpose (Tuman, 1983). According to Pinto & Selvin (1988) a project character by having a defined time for completion, limited budget, well defined and pre-set objectives, as well as a series of activities to achieve those objectives. As for project management; (Kerzner, 2003) defines it as the planning, organizing, directing, and controlling of company’s resources to achieve specific goals defined for a particular project. According to the Project Management Institution (PMI, 2000), project management involves applying knowledge, skills, tools, and techniques to project activities to meet/exceed project’s stakeholder needs and expectations.
In this research chapter include Introduction of the study, Background of the study, problem statement, Research questions, Research objective, Significance of the study, Scope of the study, Limitations and chaptalization.
1.2 Background of the study
Resettlement is a one of the important projects those who are lost their property by the war. It occurred many parts of the country. The war effected people are benefiting from the resettlement program. The project is being carried out by the government of Sri Lanka every year. And also it has been implemented 2016-2019 in Kanthale division of Trincomalee district. It will find out the Project management challenges in resettlement project in Kanthale area and provide an overcome challenge.
Resettlement refers to the gradual drift of population, usually in the form of chain migration and environmentally stressful area to areas of better biophysical resources that offer them better livelihood opportunities.
In 1990s Sri Lanka suffered a severe war. Many of the Sri Lankan peoples are moved to safer places to protect themselves, because of the war. Others were immediately evicted from their native place. After the end of the war, the government implemented a resettlement program for the affected people, under the Ministry of prison performs, rehabilitation, resettlement and Hindu religious affairs. And war effected people and displaced peoples are considered of this project. Under the resettlement project includes housing project and livelihood project.
People in many parts of the country have been severely affected by the civil war. That broke out 30 years ago. During the war, not only civilian property but also the lives of civilians and innocent people have been badly affected. So the three decades of war have created a situation, where people were move from their own or native places to safety places.
So, Project Management challenges such as stakeholders identification challenges, budget challenges and communication challenges occurred while carrying out the resettlement project in Kanthale division of Trincomalee district. Therefore, the aim of the researcher is to identify the project management challenges in the resettlement project and provide the overcome solution through this tittle.
1.3 Problem statement
There are 25 districts in Sri Lanka. The Kanthale area in Trincomalee is one of them. Resettlement is being done in this area. The purpose of this resettlement is to unite the people affected by the war. There are many challenges in project management in bringing these people together. They are, Resource, people, Technical, Time, Cost and Quality, legal, Risk management, Challenges of teamwork, Insufficient team skills, poorly defining the goals and objective, Miscommunication cause conflicts, Budgeting issues, the limited engagement of stakeholders and lack of accountability due to this the project management there facing many challenges.
So, the researcher wants to find a solution to this problem, as expected by the project manager’s. The purpose of this study was to understand the implementation situation, and to identify the appropriate approach and recommend practices.

1.6 Significance of the study
Kanthale area in Trincomalee district is facing many challenges in the management of the resettlement project. It is about the stakeholder identification, budget and Communication challenges on project management. Project management has undergone many changes in this area due to the influence of this project. These changes can be positive or negative. It is therefore well known that project management comes with many challenges despite being resettled there. The purpose of this research is to identify the challenges of project management through this project and provide solutions to the project employees.
1.7 Scope of the study
This study will be contacted regarding project management challenges of resettlement. This study is structured to critically review resettlement challenges related information among project related employees.
1.8 Limitation of the study
One of the major limitations is covid-19 problem. Because of this virus difficult to collecting enough information, due to the prevailing situation in the country. Data collecting methods are limited unable to analyze mass level projects. A research considered target project employees is limited for data collection. Unable to analyze the large number of project related employees.
1.9 Structure of the study
Chapter one discussed what is the background of the study, the statement of the problem, the objective of the study, the significance of the study, the scope of the study, the limitations of the study and chaptalization. Chapter two focused on past researchers’ literature relating to the topic of the study, which has analyzed or discussed on findings of that literature, to identify data sources that other researchers have used, to provide evidence that may be used to support our findings. Chapter three clearly defined the method of research design, type of data collection, data collection method, and research population. Chapter Four describes data analysis and findings. Chapter five is the most crucial part of the research, conclusions and recommendations.
