U.S. tightens export controls on how advanced chip, gas turbine engine tech

The United States on Friday adopted new export controls on technologies that support the production of advanced semiconductors and gas turbine engines that it said are critical to its national security.

The "emerging and foundational technologies" covered by the move include gallium oxide and diamond, because "devices that utilize these materials have significantly increased military potential," the Commerce Department said.

 

"Technological advancements that allow technologies like semiconductors and engines to operate faster, more efficiently, longer, and in more severe conditions can be game changers in both the commercial and military context," said Commerce Under Secretary for Industry and Security Alan Estevez. "When we recognize the risks as well as the benefits, and act in concert with our international partners, we can ensure that our shared security objectives are met."

The four technologies are among items that 42 participating countries reached consensus to control at December 2021 meetings. The United States export controls cover a wider range of technologies, including additional equipment, software, and technology used to produce semiconductors than the international agreement.

 

Gallium oxide and diamond allow semiconductors "to work under more severe conditions, such as at higher voltages or higher temperatures. Devices that utilize these materials have significantly increased military potential," Commerce said.

The Bureau of Industry and Security of the US Department of Commerce announced on Friday it is imposing export controls on advanced semiconductor and gas turbine engine technologies to prevent their “malicious” use for military and commercial purposes.

The agency, which plays a key role in developing and enforcing US export restrictions, said in a statement that the change is “necessary for the national security” of the US and meets market protection criteria.

The US seeks to prevent China, which it sees as a strategic competitor, from developing advanced chip manufacturing technologies, a move aimed at limiting the Celestial Empire’s access to US designs.

Recall that this week, US President Joe Biden signed a package of laws that provides for the allocation of about $ 52 billion to stimulate American research and development in the field of semiconductors in order to return chip production to the United States.

“We are protecting the four technologies identified in today’s directive from misuse of end-uses by applying controls under the multilateral regime,” said Thea Rozman Kendler, Assistant Secretary of Commerce for Export Management.

Two variants of ultra-wide bandgap (UWBGS) semiconductor substrates based on gallium oxide and diamond. Chips made with these materials can operate under more difficult conditions, such as higher voltages or temperatures, and the devices they are used in have “significantly higher military capability”.

ECAD design automation software for designing next-generation integrated circuits with GAAFET (round gate) transistors used in the military and aerospace industries. GAAFET transistors are the key to developing technologies that allow you to create “faster, more energy efficient and more radiation resistant integrated circuits”, that can be used for military purposes, including military satellites.

Pressure-gain combustion (PGC) technology that can be used in missiles and hypersonic systems.
