Skills and certificate are two sides of the same coin. To succeed in the race of life, both are necessary, a person need to have skills along with certificate. Skills are very important and necessary for higher personality, but the certificate is just a requirement.

Skills make us know the reputation of the person. If you go for a job, an employer will be inspired of your skills, not a certificate. It's just a piece of paper and to fulfil the requirement.
Skills make you know you are able to do this job. The certificate will not be decided. Mostly people have experience if they go for interview an employer don't ask your certificate, a client have to show skills to get designations in which you take interest.
Skills make a person polite, humble and wiser. Every people can copy the certificate, but skills can't be copied. Every person have different skill's somebody shows good confident, some have good eye contact, some have good fluency, some have thinking power and some have strong communication. You can not say you are a multi-talented. Because skills makes people inspired, not a certificate. Without skills, a certificate is just like an empty match box.
Skills and Certificate both need to go hand in hand in order to be the survival of the fittest. Certificate is just a written documentation, and it is the surety of your skills. You can get certificate on the behaved of your skills. You can't help to grow further without skills, skills is being important rather than certificate.

Imagine a situation if you go to take an admission in any educational institute a certificate is required but without passing the test how can you admit yourself in a new school, so the test will consist of your knowledge and skills.
Every person having the skill may not manage to attain the certificate. Similarly, Every certificate holder is not necessary skilled.

So the people have the first priority to work on their skills, not to do something for getting the certificate. In the manner of saying, the certificate is just a piece of paper but, by your skills, you become a great and successful person.
Skills are always important than a certificate. But if one has skill with good qualification a person definitely go to a higher position, skill will help a person to earn. A person can groom, himself by skills, not the certificate. It's just a written documentation. For getting a high post, a management can't hold the higher authority without skills. Hence, we can say, skills are the first door step which leads to the success of life.
