If you are already in the UK with a Tier 4 visa or in a different visa for more than 6 months, this will give you permission to get married in the UK. You will not be required to leave the UK and can get married and subsequently apply for a Spouse visa from inside the UK. If you are not in the UK, then this will depend on the level of course your wife is doing as a Tier 4 Migrant in order for you to be granted a Tier 4 dependant visa of your wife.
