Even though Obi doesn't recognize him, he gives solution to his time-slipping problem and says that if you want to control time-slipping, then you have to pay attention to its friction.

Loki will most probably take the place of He-Who-Remains If you understand it well, then He-Who-Remains was basically a common man, but when he explored time travel, understood the multiverse, and learned about his variants, he started a war, and during that war he finally won, and he made a secret timeline.
