The Ministry of Electronics and Information Technology has proposed a new model of “Federated Digital Individualizes” under which a citizen’s multiple digital IDs from Visage and Aadhaar to driving license and passport figures can be connected, stored, and penetrated via one unique ID. The ministry, according to a draft offer reviewed by the Indian Express, has suggested that this marquee digital identity will “empower” the citizen by “putting her in control of these individualizes and furnishing her the option of choosing which one to use for what purpose.”
The offer is anticipated to soon be in the public sphere, and the Ministry will seek commentary by February 27. As per the proposed frame, the “allied digital identity” would also serve as a key to a registry where all different state and Central individualizes could be stored. Citizens can use the digital ID “for serving other third party services through authentication and acceded KYC”. Farther, all the digital individualizes of a citizen can be connected with each other, which would exclude the need for repeated verification process, according to the draft offer. The ministry has moved the offer under the India Enterprise Architecture. Indian Enterprise Architecture was first proposed and designed in 2017 “with a view to enable alignment of the IT developments with the business vision of government organizations.”
The frame has ago been streamlined. In the2.0 interpretation, In DEA proposes a frame that enables public as well as private sector companies to make and design IT armature “that can gauge beyond their organizational boundaries” to deliver “holistic and intertwined services to the guests”. Piecemeal from a “allied digital identity”, the new frame has also proposed three major architectural patterns for different government agencies.
The sphere armature pattern would be most suited to be espoused by Central ministries, or by ministries which deal with concurrent or state subjects, or have substantial backing and involvement of the Central government. The state armature pattern would be espoused by the state governments, while a third In DEA Lite armature pattern has been recommended for relinquishment by lower departments of the Central and state governments. The new draft frame also suggests that information technology systems which are erected under the new armature must be developed in such a way that they're interlinked and interoperable.
These systems must follow the government’s open operation programming interface policy, wherein the source law of the design is available for everyone to tweak and ameliorate upon, the frame proposed. The In DEA2.0 report recommends a largely picky approach to the design and development of the structure blocks. Only the core structure blocks are proposed to be designed, developed, and managed centrally by the central or state governments. “ From a governance perspective, the government plays an enabling part in respect of the remaining structure blocks,” says the draft report.
