Days after parliamentary panel quizzed the human resources management HRD ministry over poor implementation of the reservation policy in faculty recruitment, the center has asked all government run all central government institutions, including all IITs and IIMs , to ensure that faculty hiring fully follow the quota regime from now on .
While central universities mostly mostly implement the mendatat faculty quota regime 15 percent of the posts for schedule casts ,7.5 percent for schedule tribes 27 percent for other backwords classes and 10 percent for economical weaker sections IITs and IIMs largely do not do so .
Both IIMs and IIMs infact have a rather poor record in terms of presentation of resserved categories persons among faculty, as per government data .
The union human resources development HRD ministry has written last week to all institutes to ensure that the quota related provisions of the central educational institutions ( reservation in teachers cadre ) act are fully implemented
A separate communication has been sent out specifically to all IIMs on November 20 , to ensure reservation of posts in direct recruitment considaring the institutes as a unit as specified in the act that came into effect on march 7, 2019.
The act which came into effect in march 2019 ask all institutes to ensure that direct recruitment of faculty should be done by clubbing vacants posts of the same ranks across all departments in all institutes. Aroster detailing in same with the quota category seats is to be prepared and recruitment has been done accordingly.
The IIMs have so far been citing the 1975 order of the department of personnel and training that exempted scientific and technical posts from the reservation policy. While the ministry has been nudging them to implement the quota system now and then , the IIMs have gone with the 1975 DoPT order so far .IIM ahmedabad is also caught in a court battle on the issue in ahmedabad high court.
The parliamentary standing committee on welfare of SC and ST has held to meeting with the HRD ministry this month on the issue of implementation of reservations both in faculty recruitment and in student admissions across several central educational institutes .
The ministry communication on the quota issue are learnet to have followed from the same meeting.
