Outrage in India has been caused by a nude man being attacked by a mob in the violently divided state of Manipur in the northeast.
In addition to arresting a man, the police said they have opened a case of gang rape and will be holding additional suspects soon.
As a result of legislators' demands for a debate on the matter, the Delhi parliament's session was suspended on Thursday.
The act, according to Prime Minister Narendra Modi, "shamed India" and "no guilty will be spared."

Manipur, a beautiful Indian state bordering Myanmar, has been torn apart by deadly violence for more than two months.
Conflicts between members of the Kiki ethnic tribes and the Moutai majority have resulted in their total segregation. 60,000 people have been evacuated, and at least 130 individuals have died.
The two Kiki ladies were attacked by males from the Moutai ethnic group.
Although the police say the assault on the women happened on May 4, the video that went viral on social media on Thursday brought the incident to national attention. The federal government has requested that all social media networks remove the video.
On Wednesday, numerous people posted the two women's horrifying footage on social media. A group of men drags them and prod them before pushing them into a field in the video.
In a statement, the Indigenous Tribal Leaders' Forum (ITL) claimed that women from the Kiki tribal community had been the victims of crimes carried out in a village. The women were also accused of being the victims of gang rapes.

It is common knowledge that during riots and battles, women's bodies frequently serve as battlefields, and that rape and assault are frequently used as weapons of violence to punish them.
The most recent instance is the assault committed against Kiki women in Manipur. It's unsettling to view the video of the women pleading for their attackers to have mercy while crying and writhing in pain.
More than two months after the incident was reported to police, the first arrest has only just been made. This lack of confidence in the authorities is made worse by the fact that many of the guys are easily recognized on the video.
But the uproar that followed the release of the video in India has brought attention to the terrible act. The failure of the government to provide solace to the survivors has also come under scrutiny, forcing Mr. Narendra Modi to finally speak out about the ethnic violence tearing Manipur apart.
The government is currently under pressure to take speedy action against the offenders and provide justice for the women in order to regain some of the confidence in Manipur, particularly among the minority Kiki population. People all throughout the nation believe that this shouldn't be occurring in contemporary India.
The ITL said that the gang rape of the ladies took place after the village was set on fire and two males, one middle-aged and the other a youngster, were killed by the crowd.
