How punishment concept role play in construction of society?remain in right path?

Society is based on certain rules and laws which are keys for its development and for its survival.  In society has its rules which becomes its law with the passage of time.  In its beginning rules are just adopted to run the task of every day life  but when these rules are adopted by a people at large it become laws which if not be observed , it become a crime which would be punishable either physically or in way of fine to be pay. Concept of punishment is as old as the man himself,  it become part and parsal of human thinking from the very beginning,  that he would face some kind of harsh consequences if he would do something against the set norms and laws of society. The beginning of man's life is also result of God  disobedience.  Being the student of law   i do have strong belief that knowledge of punishment play an important role to keep the society members in their lives straight and obliged them willingly or not willing to obey the set laws. Just imagine,  if there is no traffic rules,  lights and traffic police found on the road,  no concept of being charged of fine on the violation of traffic rules,  what would be the result,  people have to pay for this in form of lots of accidents and loss of human life. This is just an example,  but we find this kind of attitude in other sections of life,  a subordinate in office would not perform his duty properly if he would not be terminate on his negligence in the work, a student may not do his studies if he not have the to get bad result in the exams or being insulted in the society.  Similarly we being Muslim or being the followers of any religion,  certain obligations are imposed and disobedience of those obligations are considered to be sin.we have strong believe that Allah is so kind to us if we ask for forgiveness with true intention , he would forgive us,  but we still have in our subconscious that there is hell and haven,  in which we will send after our death or on day of judgment  according to our deeds , this consciousness stop us from doing wrong to other or keep us away from evil deeds.  Allah sets  the system of world on basis of do good and have good,  without doing anything wrong we would not be punished. Concept of punishment present in every field of life,  but its execution in proper way would play an crucial part to have its positive and constructive effects. Being a human society   it is our obligation to have complete and precise investigation to prove someone guilty and decide to be punished, and above all punishment should be according to the act done against rules and laws.  The discussion of implementation of punishment is somehow is an other topic but their presence on the violation of rules have positive effect and constructions of welfare state would be possible otherwise rules of jungle would prevail everywhere.
