Regulatory Organizations (UCAS) and Their Roles

On the advice of the Panda Committee, the Bureau of Civil Aviation Security was first established as a Cell under the Directorate General of Civil Aviation (DG CA) in January 1978.

 

Formed in the wake of the September 1st, 1976 hijacking of the Indian Airlines flight.

The Cell's responsibilities included staff coordination, oversight, inspection, and training on civil aviation security issues.

In response to the Kanishka Tragedy in June 1985, Tue UCAS was reorganized into an autonomous department under the ministry of Civil Aviation on April 1, 1987. The primary duty of UCAS is to establish guidelines and regulations for the security of civil flights at Indian international and domestic airports.

Organization

In India, UCAS is in charge of regulating civil aviation security. It is supervised by a police official with the title of Commissioner of Security (Civil Aviation), who holds the level of Director General of Police.

The International Civil Aviation Organization's Commissioner of Security (CA) is the proper authority for implementing Annexure 17 to the Chicago Convention (ICAO). The National Civil Aviation Security Program establishment, implementation, and upkeep fall within its purview.

The "A" Wing, 1-111 Floor, Jan path Bhavan, Jan path, New Delhi-110001 is where the UCAS Headquarter is situated. At international airports, including those in Delhi, Mumbai, Kolkata, and Chennai, it has four regional offices. An official with the rank of Deputy Commissioner of Security oversees the Regional Office (CA).

Functions

Establishing AV SEC standards in accordance with Annex 17 of the ICAO's Chicago Convention for airport operators, airline operators, and the security organizations in charge of carrying out AV SEC measures.

Monitoring the application of security laws and ordinances and conducting an analysis of security requirements.

Ensuring that those in charge of security controls have received the necessary training and are competent to carry out their jobs.

Coordination and planning for aviation security issues.

Aircraft Risks
