Windows 11 cannot open PST files on its own, so you need classic Outlook or a separate PST reader. Why it fails: Outlook may be missing, only the new Outlook app may be installed, the file may be in an old ANSI format, it may be password-protected, or it may be damaged. Manual method: In classic Outlook, go to File > Open & Export > Open Outlook Data File and select the PST. To keep the data in your mailbox, use Import/Export instead. If the file shows an error, run the Inbox Repair Tool (scanpst.exe) on a copy of the file.
